Apparently, the list was first published in a 1979 newspaper article from a newspaper in Atlanta, but by what you see nobody paid much attention.
Thisamericanlife.org argues that article 32 years old and was on page 28 of the Atlanta Journal-Constitution. It shows a photograph of a recipe that claimed to be an exact replica of the Coca Cola created by John Pemberton.
According to company sources, quoted by the 'Daily Mail', the ingredients used today are quite similar to the recipe found, albeit with some minor modifications.
